Pennsylvania’s Transportation Mode Shift-Driven Carbon Reduction Coalition Strategy
Summary:
Mobilify Southwestern Pennsylvania (Mobilify) requests facilitation and moderation services to help the organization and its statewide collaborators determine advocacy and education strategies and tactics that ultimately lead to a mode shift-driven reduction of Pennsylvania’s surface transportation carbon footprint.

We provide education, advocacy, technical assistance, and regional stewardship, in order to advance an equitable transportation vision for southwestern Pennsylvania.
About the Statewide Multimodal Transportation Committee
To accomplish its carbon reduction goals, Mobilify coordinates with leaders from the regional planning and public transit sectors along with nonprofit environmental, mobility, and EJ-focused organizations to advance a carbon-free transportation future for all Pennsylvanians. Key focuses of this group include:
- Ending reliance on fossil fuel consumption as the dominant transportation funding mechanism in PA;
- Encouraging mode shift away from private autos – regardless of what powers them – by increasing public transit frequency/availability, bolstering biking and pedestrian infrastructure;
- Fostering development that increases the viability of these naturally low-carbon modes, and;
- Centering environmental and economic justice for LMI and BIPOC communities who have been most heavily impacted by fossil fuel emissions.
Project Scope:
Key actions undertaken by the consultant include:
- (1) pre-meeting with Mobilify, this project’s sponsors, and two other key stakeholders to provide background and discuss project outcomes;
- Working with Mobilify, EF, and NRDC, convening stakeholders for a 2-hour facilitated discussion on transportation in the Commonwealth;
- (1) post meeting with Mobilify, this project’s sponsors, and two other key stakeholders to recap the convening and discuss final deliverables;
- Author an “engagement brief” that summarizes the discussion, identifies key points of agreement, and suggests steps for the collaborators to undertake to influence policy at the state level.
- Be available for one-on-one discussions in confidence with not more than 3 stakeholders who hold key knowledge and insights but may feel compromised by disclosing them within a diverse group.
Qualifications:
- Experience facilitating stakeholders from a diverse range of backgrounds, ranging from grassroots to public sector executives, towards a consensus agenda;
- Familiarity with state government and the dynamics of nonprofit engagement, outreach, and education initiatives and groups in Pennsylvania;
- General understanding of transportation funding and programming, and concepts of smart growth and equitable transit-oriented development are a plus.
