Chris Sandvig

Chris Sandvig

Founder & Executive Director

A self-proclaimed infrastructurist, Chris Sandvig has been fascinated with transportation, cities, and the systems that make modern life possible practically since birth. This passion, combined with over a decade of leadership experience in community development and transit advocacy has culminated in the founding of Mobilify.

Chris’s 20-plus years of collaborative leadership, project management, and advocacy experience has resulted initiatives that have, among other things, increased PA transit funding by $500 million/yr.; reformed PA’s Transit Revitalization Investment District (TRID) legislation; catalyzed discussions leading to the formation of Pittsburgh’s Dept. of Mobility and Infrastructure; invested over $10 million in transportation capital improvements for LMI communities; put community redevelopment priorities first in Pittsburgh’s BRT project; created a roadmap for transit-oriented development throughout Allegheny County; reignited efforts to extend rapid transit east of Pittsburgh; elevated transportation as an affordable housing issue; and changed the way we collectively address our mobility access and equity priorities via policy, planning and programming of transportation funding.

Prior to Mobilify, he was the Director of Policy at the Pittsburgh Community Reinvestment Group, where he also established and managed GoBurgh – a program that advocated for people-first transportation policies & projects, equitable transit-oriented communities, and policies and practices that merge community development and transportation priorities throughout Allegheny County.

Chris holds a B.S. in Industrial and Manufacturing Engineering from Penn State University and an M.S. in Public Policy and Management from Carnegie Mellon University. He sits on the Rail~Volution National Steering Committee and is a Board member of Pittsburgh Region Clean Cities. Chris loves to enjoy Pittsburgh’s restaurant scene, pretend to be a chef, bikepack, and find new places to explore. He lives what he preaches, getting around mainly via transit, bike, or foot.

Michelle Harkins

Michelle Harkins

Initiatives & Coalitions Manager

An Ellwood City native, Michelle Harkins has spent more than 15 years serving in a variety of nonprofit, financial management, and economic revitalization leadership positions.

Prior to joining Mobilify, she lived in Billings, Montana, serving as the Executive Director of the Billings Industrial Revitalization District (BIRD). She oversaw BIRD’s implementation of urban planning and sustainability projects, community and infrastructure safety initiatives, and directed a multi-million-dollar Tax Increment Financing (TIF) fund that revitalized marginalized communities and blighted industrial areas. Prior to BIRD, she held roles such as procurement manager, assistant controller, business director and finance director at several Billings-area nonprofits and businesses.

At Mobilify, she is responsible for expanding our transportation initiatives across a 10-county region, working with regional stakeholders and industry leaders, and developing new programming.

Michelle now lives in Allison Park with her family. She holds a bachelor’s degree in history from Seton Hill University and a master’s degree in accounting from the University of Montana.

Zoe Iseri

Policy Intern

Zoe Iseri grew up in the small town of Wellsboro, Pennsylvania—home to the Pennsylvania Grand Canyon. She earned her B.A. in Peace and Conflict Studies of the Middle East, with minors in French and Arabic, from Whittier College. Currently, she’s pursuing her M.S. in Public Policy Management and Data Analysis at Carnegie Mellon University. Her passion for equity and social impact inspired her to dive into the world of transportation policy. Since October of 2024, she’s been a policy intern with Mobilify, working to make mobility more inclusive and accessible.

When she’s not exploring policy solutions, you can find Zoe immersed in the arts—whether watching live theater, singing opera, or dancing.
